UNESCO listed Ca trù in the Intangible Cultural Heritages in Need of Urgent Safeguarding
|
At 10:45 Abu Dhabi time (14:45 Vietnam time) of October 01, 2009, UNESCO listed Ca trù of Vietnam in the Intangible Cultural Heritages in Need of Urgent Safeguarding.
Fifteen files of nine countries registered for the first List of Intangible Cultural Heritages in Need of Urgent Safeguarding, twelve of them were recognized.
The appraisal of heritages in need of urgent safeguarding is very stern. UNESCO invited each non-governmental organization and an expert with the separate assessment to secretly appraise and criticize each file. Vietnamese group was surprised and happy to know that Prof. Dr. Ngô Đức Thịnh, a member of the National Cultural Heritage Council and the presider of the governmental-leveled research project on epics of the Central Highlands, was invited to evaluate the epic file of Mongolia.
Ca trù file was assessed by Mrs. Gisa Janichen and Mr. Barley Norton from the International Council of Traditional Music. They have ever lived in Vietnam and researched Ca trù in many years.
Vietnamese group received a 20-page report that appraise and recommend safeguarding Ca trù heritage. At the conference of the Inter-governmental Committee, experts presented the appraisal report and the Committee members gave comments and remarks to each heritage. The conference lasts in three hours for these twelve files. Ca trù file is assessed as follows:
- The action plan for safeguarding in this file is presented quite generally and feasibly. The appraisal reports also showed many concrete and useful methods. The governmental support and assistance contributed to guarantee the vitality of Ca trù in cities and countryside.
- The file has had the nomination of many related sides as well as the complete proofs on the unanimity, spontaneity, and full knowledge about communities.
- Ca trù has been made inventory and belongs to the professional management of the Vietnamese Institute for Musicology, the Ministry of Culture, Sports and Tourism. This shows the nation’s responsibility and commitment to the heritage safeguarding.
Pursuant to 2003 UNESCO Convention, after the nomination and recognition, the representative intangible cultural heritages will be put in two heritage lists of humanity, i.e. the Representative one and the list in Need of Urgent Safeguarding and in Need of International-level Safeguarding. A heritage in a list can be changed to list in another one according to its present condition and vitality. Probably, due to the unawareness of the profound meaning of Article 17 of the 2003 UNESCO Convention on the establishment of intangible cultural heritage list in Need of Urgent Safeguarding, most countries pay much more consideration to the Representative list. In 2009, 111 files of 34 countries were the candidates of the Representative list, whereas, only 15 files of 9 countries registered for the List of Urgent Safeguarding.
In the first selection since the Convention’s effect, Vietnam decided to nominate Ca trù in the list of Intangible Cultural Heritages in Need of Urgent Safeguarding. Despite the fact that Ca trù has been restored in the last five years, we still face a challenge that ancient Ca trù repertoires and forms are in the risk of oblivion.
Now it becomes true after four years of waiting since the Decision given by Vietnamese government that those would be submitted to UNESCO for the recognition of Quan họ and Ca trù (those were masters at that time). Ca trù did become the fourth human intangible heritage of Vietnam
